Navigating Bangladesh's Skies: Understanding Drone Registration, Licensing, and Civil Aviation Laws

The use of drones—officially known as Unmanned Aircraft Systems (UAS) or Remotely Piloted Aircraft Systems (RPAS)—has increased dramatically across Bangladesh in recent years. Once regarded as a niche technology for hobbyists, drones are now indispensable tools for photography, filmmaking, journalism, agriculture, engineering surveys, disaster management, infrastructure inspection, environmental monitoring, and scientific research.
Despite their growing popularity, many drone owners remain unaware that a drone is not merely a camera-equipped gadget. In the eyes of aviation law, a drone is an aircraft. Consequently, its operation is subject to legal controls designed to protect aviation safety, national security, and the public.
As drones become more affordable and widely available, understanding Bangladesh's regulatory framework is no longer optional—it is essential for every individual, business, and organization intending to operate a drone.
Drones and Civil Aviation
Bangladesh's airspace is regulated by the Civil Aviation Authority of Bangladesh (CAAB), which functions under the Ministry of Civil Aviation and Tourism. CAAB is responsible for ensuring the safe and orderly use of national airspace by both manned and unmanned aircraft.
Although Bangladesh does not yet have a standalone "Drone Act," drone operations are regulated through a combination of the Civil Aviation Act, 2017, the Civil Aviation Rules, 1984, the Air Navigation Orders (ANOs), the Drone Registration & Operation Policy, 2020, and directives issued by CAAB. Together, these instruments provide the legal framework for the registration, operation, and oversight of drones.
Is Every Drone Required to Be Registered?
One of the most common misconceptions is that every drone can be flown immediately after purchase. In reality, registration requirements depend on the nature of the drone and its intended use.
Commercial drones used for aerial photography, surveying, mapping, agriculture, industrial inspection, media production, research, and similar professional activities generally require registration and operational approval from CAAB.
Very small recreational or toy drones may not always be subject to the same regulatory requirements. However, this should not be interpreted as a blanket exemption. Even recreational operators must comply with aviation safety rules, respect restricted airspace, and follow any directions issued by CAAB. Before flying any drone, operators should verify the latest regulatory position with the Authority.
How Does Drone Registration Work?
Drone registration begins with an application to CAAB. Applicants are typically required to provide proof of ownership, national identification or passport, the drone's manufacturer and model, serial number, technical specifications, weight, intended purpose of operation, and the proposed area of use. Corporate applicants may also need to submit trade licences and company registration documents.
Depending on the nature of the operation, CAAB may consult relevant security agencies before granting approval. The application is reviewed from both aviation safety and national security perspectives. If the application satisfies the regulatory requirements, CAAB may issue a registration certificate or operational authorization, often subject to specific conditions.
Registration, however, should not be mistaken for unrestricted permission to fly.
Is Flight Permission Also Necessary?
In many circumstances, yes.
CAAB has historically required prior authorization for drone operations, particularly for commercial activities or flights in areas that may affect aviation safety or national security. Depending on the proposed operation, approvals may involve coordination with local administration, law enforcement agencies, or other relevant government authorities.
Professional drone operators should therefore plan well in advance. Attempting to conduct commercial flights without the necessary permissions may expose operators to administrative or legal consequences.
Does Bangladesh Require a Drone Pilot Licence?
Unlike driving a motor vehicle, Bangladesh does not currently operate a universal drone pilot licensing system for every recreational operator.
Nevertheless, commercial operators are expected to demonstrate competence, comply with CAAB requirements, and observe all operational conditions attached to their authorization. As drone technology evolves and commercial applications expand, Bangladesh may in the future introduce a more comprehensive remote pilot licensing regime, in line with international developments.
Where Can Drones Be Flown?
Drone operations are generally safest and most appropriate in open areas where they do not interfere with manned aviation or create risks for people and property.
Agricultural fields, construction projects, industrial inspection sites, research areas, and other controlled environments may be suitable locations, provided that the operator has obtained all required permissions and complies with applicable safety rules.
Operators should always maintain visual contact with the drone, avoid reckless flying, and respect the privacy of others.
Where Are Drones Prohibited?
Not every part of the sky is open for drone operations.
Drone flights are generally prohibited or strictly restricted around airports, airfields, military installations, cantonments, government buildings, power plants, strategic infrastructure, prisons, border areas, and other locations designated as restricted or prohibited by the Government or CAAB.
These restrictions exist to protect national security and ensure the safety of civil aviation. Unauthorized flights in such areas may result in enforcement action, including seizure of the drone and legal proceedings.
Why Regulation Matters
Responsible drone regulation is not intended to discourage innovation. On the contrary, a clear legal framework creates confidence for businesses, researchers, filmmakers, engineers, and entrepreneurs seeking to use drone technology lawfully.
Bangladesh has already begun integrating drones into agriculture, disaster response, land administration, environmental monitoring, and infrastructure development. As these applications expand, regulatory compliance will become increasingly important.
A modern drone ecosystem depends on a balance between innovation and public safety. Registration, operational approvals, and adherence to aviation rules are essential components of that balance.
Looking Ahead
Drone technology is evolving at an extraordinary pace. Around the world, regulators are introducing digital registration systems, remote identification technologies, risk-based operational categories, and electronic licensing platforms. Bangladesh is expected to continue modernising its regulatory framework to align with international standards while addressing domestic safety and security needs.
For drone operators, the message is clear: buying a drone is only the beginning. Understanding the law, obtaining the necessary approvals, and operating responsibly are equally important. Compliance not only protects the operator from legal consequences but also contributes to the safe and sustainable development of Bangladesh's civil aviation sector.
As drones become an increasingly familiar feature of our skies, legal awareness will be just as important as technological innovation. A responsible drone operator is not merely a skilled pilot but also a knowledgeable participant in Bangladesh's evolving aviation system.
